many Sanitary Inspectors, Clerks, foremen and at the present moment
several Sanitary Inspectore, Clerks and foremen owe money to many
Indian money lenders, but the higher Sanitary Authorities do not
stop these illegations going on in the Government Department.

During my 5 years stay on the peak I have reported about 12
hundred bresches ( the duplicate copies of which can be seen ) but
as far as I know no peak contractors are punished, when I made one
complain, the coolies caused several more breaches as there was no
any punishment awarded to them for their neglect.
And as far as I know the Peek Sanitary Contractor has been
fined $25.00 only, and that was the last scavenging contractor
against whom Mr. Bowley of 119 A Peak made a complain that the
