And there are some more serious illegal actions going on in the Sanitary Department as the Sanitary Contractors (especially for the Hill Districts) are not being punished for any and every breach of the contract which involves a fine of $28.00 according to a condition of their contract. The coolies do many neglects every day. If the contractors are fined $28.00 for each breach, the Colony's revenue can be saved from the pockets of the contractors.

During my 5 years stay on the peak, I have reported about 12 hundred breaches (the duplicate copies of which can be seen) but as far as I know no peak contractors are punished. When I made one complaint, the coolies caused several more breaches as there was no punishment awarded to them for their neglect.
